Editorial
The Global society is leaving the 20th century with a new adjective, the Global Information Society. Educational, Training, Research & Environmental Telematics are key sectors in Western and Eastern Europe as these sectors are traditionally considered crucial for the human development.
The European CIS countries, and particularly their
communities, have major needs in the area of effective computer networking and telematics. Closer links and cooperation with counterparts in the European Union countries are seen as an important component of progress in this area.
The European CIS countries represent a major prospective market for telematics applications and an important potential for professional and scientific cooperation in this area. However, progress in this direction is complicated for Western European developers and providers of services and products by limited contacts and lack of reliable market information.
Future East-West scientific and commercial market developments in telematics applications require the ongoing enhancement of national telematics programs and infra-structures in the European CIS countries which in turn can be facilitated by the cooperation and support of international partners.
The STACCIS project aims to strengthen cooperation in telematics applications in the areas of education, scientific and technological research and environmental decision-making between the European countries of the Commonwealth of Independent States (CIS) and their counterparts in the European Union.

STACCIS will provide for extensive East-West exchange of information and experience on telematics and multimedia applications for research, education and training and environmental management, and on the adaptability of these applications to the needs of the European CIS countries.
On behalf of the European Commission and the STACCIS project consortium, I have the honor to invite you to attend and participate actively in STACCIS event, a demonstration workshop Telematics Applications for Research and Environmental Protection addressed to Western European and CIS participants, which will take place December 1 to 3, 1998 in Kiev, Ukraine.

Objectives and target participants
The STACCIS project demonstration workshop in Kiev aims to present key results of the EC DG XIII Telematics Applications Program and other EU supported telematics applications to potential telematics users, developers and vendors in the European CIS countries, involved in different kinds of environmental activities. In particular, the workshop will demonstrate the last innovations in 3-dimentional WWW programming including brand new telematics products in the field.
The demonstration workshop
is designed to form a circle of educated telematics network users from the scientific, educational, environmental and business communities;
is conceived to assist the seven European CIS countries to establish national telematics applications information services and user training programs along the line of research and environmental activities;
aims to formulate a strategy for East-West cooperation in the development, exchange and use of telematics applications taking account of market conditions and opportunities in the European CIS countries;
is addressed to provide reliable data to a wide circle of interested parties in both European CIS and EU countries on the opportunities and developments in the CIS countries concerning telematics applications.
Scientific Programme
The demonstration workshop will be designed with the objective of encouraging maximum interaction and participation among participants. Trying to achieve this goal, the following elements have been identified: plenary and posters sessions, working groups and demonstrations.
Plenary sessions are devoted to provide different views about the concerned theme from invited keynote speakers, as well as to provide forum for discussion among various actors. Working groups are conceived as a forum for sharing experience.
Demonstrations are encouraged to be used for those products, prototypes or projects interested in showing, either on-line or off-line, the design issues, functionalities, etc. in a real way. These sessions will allow the audience to get to know in a tangible way how all these products work.
There will be a stand poster area dedicated to those organizations interested in exibiting their new products and innovations in a permanent way during the workshop.

1.1 Virtual reality (VRML, JAVA 3D, CHROME, MPEG-4) applications for scientific research.
1.2 European Virtual Association (EVA) activities and research projects.
1.3 Electronic learning environment for research.
1.4 Telematics for supporting activities including foreign language learning.
2. Environmental protection and geosciences
2.1 Telematics for studies, monitoring and prevention of natural and technogenic disasters and environmental problems.
2.2 Telematics applications for Earth Sciences and Environmental Data Management.
2.3 Satellite imagery environmental monitoring and telematics applications.
2.4 Telematics in geosciences for civil engineering.
2.5 Telematics for distance control, supervision and decision making.

Working Languages
Simultaneous translation facilities for English and Russian will be provided for all plenary sessions. The working language of formal sub-groups will be either Russian or English depending on the nature of the groups. In some special cases could be possible to provide simultaneous translation.
Travel
There are direct flights to Kiev from all of European capitals. There are also six flights per day to Kiev from Moscow, Russia.

Three selected applications will be awarded by travel grants each of the amount

Venue
The most important Ukrainian informatics and telematics institutions such as National Technical University of Ukraine in Kiev KPI, International Research and Training Centre for information technologies and systems UNESCO (IIP) (IRTC) and Kiev Institute for applied system analysis will host the workshop. The venue of the workshop is in the campus of the KPI (37 street Peremogy, kor.1, main building). The opening 45 min lecture of Dr.Peter Schickel EC Joint Research Centre, ISIS, 3D emerging technologies on the Internet is planned.
