<B>The STACCIS project aims to strengthen cooperation in telematics applications in the areas of education, scientific and technological research and environmental decision making between the European countries of the Commonwealth of Independent States (CIS) and their counterparts in the European Union.</B>

<H1><IMG SRC="ball_st.gif"> HISTORICAL BACKGROUND</H1>
<B>The European CIS countries, and particularly their educational, research and environmental
communities, have major needs in the area of effective computer networking and telematics. Closer links and cooperation with counterparts in the European Union countries are seen as an important component of progress in this area.
The European CIS countries represent a major prospective market for telematics applications and an important potential for professional and scientific cooperation in this area. However, progress in this direction is complicated for Western European developers and providers of services and products by limited contacts and lack of reliable market information.
Future East-West scientific and commercial market developments in telematics applications require the ongoing enhancement of national telematics programs and infra-structures in the European CIS countries which in turn can be facilitated by the cooperation and support of international partners. </B>

<H1><IMG SRC="ball_st.gif"> THE STRATEGIC OBJECTIVES</H1>
<B>To present key results of the Telematics Applications Program to 1700 potential telematics users, developers and vendors in the European CIS countries;
To form a circle of 2500 educated telematics network users from the scientific, educational and environmental communities;
To assist the seven European CIS countries to establish national telematics applications information services and user training programs;
To formulate a strategy for East-West cooperation in the development, exchange and use of telematics applications taking account of market conditions and opportunities in the European CIS countries;
To provide reliable data to 4000 interested parties in both European CIS and EU countries on the opportunities and developments in the CIS countries concerning telematics applications.</B>

<B>STACCIS will provide for extensive East West exchange of information and experience on telematics and multimedia applications for research, education and training and environmental management, and on the adaptability of these applications to the needs of the European CIS countries.
The communities that will benefit from the project are:
Potential telematics users and developers in the European CIS countries, as they will get acquainted with EU telematics and multimedia applications and their suppliers.
European developers and suppliers of telematics and multimedia applications, as they will receive firsthand information on user needs and the market situation in the CIS countries, which will help them adjust their production and marketing strategies accordingly.
In addition to the direct benefits accruing to provider and user communities in these two European sub regions, STACCIS will promote the wider goals of European integration by facilitating scientific cooperation, free flow of information and mutual knowledge and understanding.</B>

<B>The overall coordination and monitoring of the project will be ensured by UNESCO. It will also maintain official liaison with the participating CIS Member States as well as with other UN bodies with potential to contribute to the objectives of the project.
Liaison with focal bodies at the national level in both the CIS and the European Union and ensuring scientific and professional coordination among the organizations in the different countries will be provided by EDNES (Earth Data Network for Education and Scientific Exchange), an international non-governmental organization with contacts and cooperation in Eastern and Western Europe.</B>

<B>Establishment of national Information and demonstration centers in the European CIS countries to provide information and technical initiation to promoters,<BR>
developers and users of telematics applications in the European CIS countries;<BR>
On-site demonstrations of CEC sponsored telematics applications in the European CIS countries;<BR>
An East-West consensus workshop of 15 leading representatives of telematics users, providers, developers and policy makers in the EU and European CIS countries to identify and reduce obstacles to cooperation.<BR>
A cascade conference for 800 potential telematics users and developers in the European CIS countries on EU accomplishments in this area;<BR>
Publishing a review of telematics user needs and market trends in the European CIS countries;<BR>
Design, test and dissemination of a core curriculum for the training of research, <BR>educational and environmental user groups in the exploitation of telematics,<BR>
Training courses for telematics users,<BR>
information and network administrators Development and implementation of a WWW site,<BR>
publishing electronically STACCIS-related information</B>
